The Chattanooga-Hamilton County Department of Planning/RPA was asked to explore options or tools that could restore or put back into use existing two-family dwellings that may have lost their grandfather protection without the need to rezone the property. The objective of this report is to provide tools or options for City Council to explore in regards to how best to re-establish existing, vacant and/or abandoned two-family dwellings in R-1 Residential Zoned neighborhoods. Two-family dwellings are often referred to as duplexes.
