Memorandum Of Understanding / Memorandum Of Agreement
In order to establish a continuing, cooperative, and comprehensive multimodal transportation planning process, the TPO has entered into agreements with other agencies and organizations. The following listing details the current commitments in place.
Performance Management: TPO, the Tennessee Department of Transportation (TDOT) and the Chattanooga Area Regional Transportation Authority (CARTA)
Agreement between the TPO, TDOT and CARTA for cooperatively developing and sharing information related to transportation performance data, the selection of performance targets, the reporting of performance targets, the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the TPO, and the collection of data for the State asset management plans for the National Highway System.
Performance Management: Georgia Department of Transportation (GDOT) and the Georgia Association of Metropolitan Planning Organizations (GAMPO)
Agreement between GDOT and GAMPO for cooperatively developing and sharing information related to transportation performance data, the selection of performance targets, the reporting of performance targets, the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the TPO, and the collection of data for the State asset management plans for the National Highway System. The Chattanooga-Hamilton County/North Georgia Transportation Planning Organization is represented on the GAMPO Board of Directors (representative of each of the 15 MPOs in the State of Georgia) by the TPO Coordinator or designee.The TPO’s Board resolution regarding this matter can be viewed here.
Transportation Planning Process
Agreement between the TPO, TDOT, GDOT and the Chattanooga Area Regional Transportation Authority detailing the mutual responsibilities of the states, CARTA and the TPO in carrying out the metropolitan planning process. Adopted by the Executive Board in August 2019.

Greater Dalton MPO
Agreement with the Greater Dalton Metropolitan Planning Organization relative to the Catoosa County, Georgia Portion of the Dalton-Whitfield County Urbanized Area. States that the TPO will administer the transportation planning process for the Dalton-Whitfield County Urbanized Area that extends into Catoosa County. Adopted by the Board in December 2012.

Sequatchie County, TN
Agreement with Sequatchie County relative to the Chattanooga Urbanized Area that extends into Sequatchie County. States that Sequatchie County will conduct transportation planning services for that portion of the Chattanooga Urbanized Area. Adopted by the Board in August 2012.

Cleveland MPO
Agreement establishes a cooperative relationship with the Cleveland MPO regarding Intelligent Transportation Systems (ITS) planning and ITS architecture. The agreement was adopted by the Board in 2014 and reaffirmed by resolution in August 2017 and August 2022.

Chattanooga Area Regional Transportation Authority
Agreement between the TPO and the Chattanooga Area Regional Transportation Authority (CARTA) to ensure a comprehensive, cooperative, and continuous regional transportation planning process.

Transportation Improvement Program
Agreement between the TPO and TDOT regarding the Transportation Improvement Program. The MOA outlines the definition, process and need for amendments/administrative adjustments to the TPO Transportation Improvement Program and the statewide Transportation Improvement Program. Adopted by the Board in February 2020.-
