- In 2022, the CHCNGA MPO received an SS4A Action Plan Grant Award towards developing a regionwide Comprehensive Safety Action Plan. This CSAP was developed by the MPO in partnership with the plan sponsor jurisdictions of Chattanooga, East Ridge, Red Bank, and Signal Mountain. This regional CSAP is developed so that member jurisdictions are well-positioned to pursue implementation funding and support for future roadway safety plans, policies, projects, and programs towards a significant reduction in fatal and serious injury crashes.
The purpose of this plan is to achieve the following outcomes:
- Establish a baseline of safety in the region and each sponsor jurisdiction and develop a High Injury Network (HIN) of the MPO area to determine where crashes are most prominent and severe;
- Identify and assess recommendations to make roads safer for pedestrians, cyclists, drivers, and other road users;
- Develop Vision Zero policies for the region that align with jurisdictional goals and capacity towards a significant or total reduction in fatal or injurious crashes; and
- Create specialized CSAPs for each plan sponsor jurisdiction to support funding opportunities for implementing safety recommendations and policies.
The Comprehensive Safety Action Plan was adopted by the MPO Executive Board on August 27, 2025.
